Known as a romantic city with more than one hundred islands, Zhuhai is so charming where you can see the sea almost touch sky. On December 3, 2023, 30th Anniversary Seminar of the Precast Concrete Pile Specialized Committee was held in Zhuhai, Guangdong Province. There were about 150 representatives, experts and scholars attending the meeting, who came from 35 enterprises, research institutes, design institutes, colleges and universities, law firms, etc. in the precast concrete pile industry. Having witnessed the 30-year development course of precast concrete pile industry, they exchanged new technologies and applications in the industry, exploring the direction of innovation and development, contributing to the promotion of high-quality development of the industry.

At the seminar site

The seminar is organized by Precast Concrete Pile Branch of China Concrete and Cement-based Products Association (hereinafter referred to as "Branch" or "Precast Concrete Pile Branch"), undertaken by Suzhou Concrete and Cement Products Research Institute Co., Ltd. and Guangdong Sanhe Pile Co., Ltd., supported by Jiangsu Haiheng Building Materials Machinery Co., Ltd. and Guangzhou Deya Machinery Manufacturing Co., Ltd.

The seminar was chaired by Kuang Hongjie, Secretary General of Precast Concrete Pile Branch.  

In his speech, Chen Qun said that precast concrete pile industry serves the national infrastructure construction in various fields. Through the unremitting efforts of the industry personnel, from introduction, absorption, upgrading to continuous innovation, seizing the opportunities of reform and opening up and the development of economic construction, by virtue of the advantages of the product, precast concrete pile has been widely used in a number of engineering fields gradually developed into a new industry, spurring the development of upstream and downstream industries. He pointed out that in the past 30 years since the establishment of Precast Concrete Pile Specialized Committee, it has witnessed the glorious course of China's precast concrete pile industry from its emergence, rapid development to flourish. This year is the opening year of fully implement the guiding principles of the 20th CPC National Congress, the industry as a whole should seize the opportunity to make steady progress and do a good job of greening and low-carbonizing the industry, accelerating the research, development and application of new building materials such as high-strength, high-durability, recyclable and green materials. He hoped to take this event as an opportunity to promote the exchange and cooperation of various units in the industry, working together to promote the high-quality development of the industry.

Yang Zhengmei, President of Guangdong Provincial Cement-based Products Association

In his speech, Yang Zhengmei firstly introduced the situation of cement-based products industry in Guangdong Province. He pointed out that the piles in Guangdong were basically precast concrete piles, with outside diameters ranging from 300 to 800 mm. He introduced that Guangdong Province Cement Association has the following four main work contents at present: firstly, to maintain the orderly and healthy development of the industry, secondly, to carry out the publication of information, price and platform, thirdly, to endeavor to include the pile products into the content of the statistical rate of fabricated building, fourthly, to think about the development trend of cement-based products in Guangdong Province. He analyzed the reasons for the low level of automation and intelligent of the pile industry, emphasizing that it is the honorable mission of every industry personnel to promote the transformation and upgrading of the pile industry in the direction of high-end, intelligent and green as well as promoting the high-quality development of the industry.

Phan Khac Long, President of Vietnam Piles Industry Association and his translator

In his speech, Phan Khac Long said that Vietnam Piles Industry Association was very pleased to receive the invitation to attend the 30th Anniversary Seminar of the Precast Concrete Pile Specialized Committee. He pointed out that over the past five years, CCPA Precast Concrete Pile Branch and Vietnam Piles Industry Association have successfully build up friendly exchange relationship, because of the three-year pandemic, there were not many exchange and learning activities between the two sides, but the bond has not diminished. Phan Khac Long expressed his sincere gratitude to those Chinese companies that have supplied materials such as end plates, steel rods, steel molds, etc. to the precast concrete pile industry in Vietnam. Finally, he said that although the precast concrete pile industry in both countries has experienced many difficulties, but with the hard work of the industry enterprises, winter would pass and spring was not far behind, he firmly believed that the precast concrete pile industry in China and Vietnam would usher in a new development.

Xu Yongmo, Honorary President of CCPA

Xu Yongmo made an important report titled "Reflections on the Current Innovation and Development of Precast Pile Industry". He pointed out that precast concrete pile industry is currently confronted with a lot of dilemmas, such as overcapacity, serious homogenization of product and technology, insufficient innovation power of enterprises and slow development of "going out". In order to break through the predicament, it is necessary to take the path of "scientific and technological innovation", elaborating the path and direction of scientific and technological innovation from the aspects of green and low-carbon development of material manufacturing, high-performance and low-carbon technological innovation of precast concrete pile, as well as the expansion and development of the application scenarios in the field of engineering and construction. He said that CCPA and the branch would actively play a leading and service role, working together with industry enterprises to promote the industry's green and low-carbon transformation, development and innovation.

The reports of the four leaders were profound and thought-provoking, which set the right tone at the top. After the reports, it moved on to the exciting session, 30th anniversary celebrations of the Precast Concrete Pile Specialized Committee.

Xue Wanyin, Rotating Chairman and Executive Vice Chairman of Precast Concrete Pile Branch

Xue Wanyin firstly gave a speech about "30 years of industry development since the establishment of Precast Concrete Pile Committee". In the form of a timeline, he firstly reviewed the early types of pile in China and the course of PHC pile from introduction, upgrading and improvement to the rise. Then he introduced the development status of precast concrete pile industry from several aspects, such as application field, industrial distribution, development stage, production and construction equipment, standardized operation and several engineering application cases. He said that although the industry is facing various difficulties such as weak market, disordered competition and lax controlling of product quality, he firmly believed that the future of the industry will be still full of hope. He also made a series of outlooks in the directions of "digitalization" development, cross-border integration, and "go out" development strategy.

In the short 30-minute speech, Xue Wanyin led the participants to revisit the 30-year glorious history of precast concrete pile industry, witnessing the fruitful development of the industry, looking forward to the vision of the future, which is thought-provoking and inspiring.

After the evaluation and voting by the review committee, 18 units and 17 individuals were awarded for their outstanding contribution to the development of precast concrete pile industry over 30 years; 5 units and 5 individuals were awarded for their innovative contribution to the precast concrete pile industry (the "Award List" is attached). They were presented awards on the seminar.

After the award presentation, the much-awaited academic exchange session officially started. The morning academic exchange session was hosted by Yang Jinhui, Vice Chairman of Precast Concrete Pile Branch.

Li Wenhua, Chief Lawyer of Shanghai Jiuhui Law Firm

Li Wenhua presented a report entitled "Predicament and Countermeasure of Bad Debt Collection in the Current Economic Situation". He pointed out that at present, many enterprises in the industry are facing difficulties in bad debt collection, but they do not dare to sue and may not get money even if they win the lawsuit. The reasons for this are as follows: firstly, the debtor transfers the property in advance, secondly, the creditor does not layout in advance when suing, thirdly, the court executive bureau has too few people handling to many cases, and the enforcement measures are limited, which ultimately leads to the gradual destroying of enterprise's hope for a return of funds. Based on this, he introduced in detail the specific coping strategies and relevant cases of Shanghai Jiuhui Law Firm in the face of such cases. Finally, he said that bad debt collection requires both wisdom, courage and confidence, as well as firm action.

In the afternoon, a total of six experts and scholars continued to bring wonderful reports. The afternoon academic exchange session was hosted respectively by Chen Yangliang and Zhang Jiechun, Vice Chairmen of Precast Concrete Pile Branch.

Wang Zhong, Consultant of Precast Concrete Pile Branch

Wang Zhong firstly made a report of "How Can Precast Pile Enterprises Get Out of the Predicament under the Market Downturn". He analyzed the current reality of precast concrete pile in China from the technical level and market level, pointing out that the industry enterprises may have to strengthen internal management, expand overseas market, cut cost and get involved in photovoltaic projects to seek for profit points in the future. Finally, he pointed out that the market will eventually return to rationality, enterprises should be solidarity, strengthen collaboration and work together to preserve the market that has been fought over for 30 years.

Tian Yin, Deputy Secretary General of Precast Concrete Pile Branch

In the report  of "Introduction to the Revision of GB13476 ", Tian Yin introduce that this revision has increased the specifications of piles, shear performance indexes of piles, reinforcement parameters of some piles, and it also modified the construction requirements of some pile products, testing methods of some technical indexes, and some bending proof performance indexes, etc., striving to make the performance indexes, testing methods and testing rules of the pile products more scientific and reasonable. He said that the revised GB/T13476-2023 Pre-tensioned Spun Concrete Pile has been published and will be formally implemented on March 1, 2024. He hoped that the relevant units will give timely feedback to the working group of the new situations and problems encountered during the implementation of the standard, so as to make adjustment and improvement in the follow-up.

Wang Qing, Director of Design Institute of Suzhou Concrete and Cement Products Research Institute Co., Ltd.

Wang Qing brought a report titled "Introduction to Drawing Collection for National Building Standard Design 23G409 Pre-tensioned Spun Concrete Pile". He introduced that drawing collection is revised on the basis of drawing collection for 10G409, according to the requirements of current national standards and codes, combined with the research feedback on the use of the original one. He elaborated on the major modifications to the drawing collection and its scope of use and main contents. Finally, he introduced to the participants the instructions of China Institute of Building Standard Design and Research Co., Ltd. on the use of the original Drawing Collection for National Building Standard Design 10G409 during the transition period.

Zhang Rihong, Vice President and Professor-level Senior Engineer of Ningbo Zhongchun High-tech Co., Ltd.

Zhang Rihong shared the report "Research on Bearing Performance of Implantable Non-squeeze out Soil Pile" by video. He firstly analyzed the technology of precast pile's uplift bearing performance and connection, as well as the technology of seismic performance enhancement, which led to the research on the bearing performance of implantable non-squeeze out soil pile.

Jiang Zhengping, Chief Engineer of Guangdong Hongji Concrete Pile Co., Ltd.

Jiang Zhengping made a report on "Individual Requirements of Admixture Performance for ‘Centrifugal Concrete Products’". He pointed out that the rapid progress of concrete admixture technology is the main driving force for the progress of China's concrete technology, it is also a major contributing factor to the advancement of civil construction technology in China. However, for centrifugal compacting process, the individualized requirements of special admixtures have not been considered. He analyzed in detail the principle and difference between centrifugal compacting process and vibratory compacting process, pointing out that centrifugal concrete products have special requirements for concrete admixtures such as weeping without stratification, viscosity reduction, and rapid development of intensify.

Qiang Wei, Deputy Chief Engineer of Guangdong Hongji Concrete Pile Co., Ltd.

In the report titled “Experiment Study of the Influence of Organic Corrosion Inhibitor HQ on Anti-corrosion Performance of PC Steel Bar and Spiral Bar for PHC Pile”, Qiang Wei introduces in detail the experimental process and results of adding organic corrosion inhibitor HQ to saline solution, mortar test piece and concrete test piece, analyzing the effect of organic corrosion inhibitor HQ on anti-corrosion performance of PC steel bar and spiral bar under different experiments. Results can be concluded as follows: organic corrosion inhibitor HQ is able to improve the anti-corrosion performance of PC steel bar and spiral bar in saline solution, mortar test piece and concrete test piece.

Finally, Li Long, Rotating Chairman on duty of Precast Concrete Pile Branch, made a concluding speech. First of all, he expressed his thanks to the leaders and guests for their attendance. He pointed out that the convening of this seminar is a summarization of the 30-year development of China's precast concrete pile industry and an outlook on the future development trend of the industry. In the next step, the branch will continue to adhere to innovation as the driving force and quality as the core, to promote the development of China's precast concrete pile industry.
