Customized Product and Technical Solutions from Jianhua Empower China’s Largest Offshore Photovoltaic Project

15,000 cubic meters of large-volume raft foundation concrete made of C60 self-compacting concrete were poured within just 67 hours—filling a gap in the application of high-strength self-compacting concrete in the New Area.

Recently, at the construction site of the soon-to-be-delivered Sinochem Tower in Xiong’an New Area, project manager Wang Zhi from China Construction Second Engineering Bureau Ltd. stated that 15,000 m3 of large-volume raft foundation concrete made of C60 self-compacting concrete were poured within just 67 hours—filling a gap in the application of high-strength self-compacting concrete in the New Area.


The Tianwan Nuclear Power Plant 2 GW Tidal Flat Photovoltaic Demonstration Project, currently the largest offshore PV project in China, is located in the thermal discharge area of the Tianwan Nuclear Power Plant in Lianyungang, Jiangsu Province. With a total investment of approximately 9.88 billion yuan and a total installed capacity of 2 GW, the project utilizes the thermal discharge area for a “PV + Nuclear” multi-energy complementary model. It is expected to deliver an average annual on-grid power of 2.234 billion kWh, save approximately 680,000 t of standard coal annually, and reduce CO emissions by 1.77 million t. Notably, the project uses entirely domestically produced equipment. As one of the first offshore PV projects approved by the State Council and currently the largest in terms of marine area utilization through three-dimensional layered rights allocation, it holds significant demonstrative value for promoting energy structure transformation and achieving China’s carbon peaking and carbon neutrality goals.

01 Customized Product and Technical Solutions

The Tianwan Tidal Flat PV Power Plant adopts a method of installing PV modules on large-span lightweight steel trusses using driven piles, minimizing disturbance to the seabed. Jianhua provided customized precast piles for the project. Its technical team took into consideration various factors including pile type, wall thickness, reinforcing steel bars, and end plates, optimizing the design based on production efficiency and cost to deliver rational, tailor-made pile foundation products.

02 Full-Chain Quality Control System

Jianhua’s technical team established a project-specific quality control standard and implemented a multi-dimensional quality assurance plan. To ensure product quality, and taking into account the special conditions of offshore construction, enhanced testing was conducted on raw materials, concrete impermeability, chloride ion content, welding materials, and wires. During production, key steps such as cage bar cutting, concrete placement, mold assembly, and pre-stressing were supervised by designated inspectors with records kept for every process to ensure compliance. Given the marine environment, corrosion protection measures were applied to all relevant components including the pile body concrete, end plates, and hold hoops. Before delivery, each batch of products underwent welding and flexural performance testing to ensure structural integrity and safety.

03 Full-Cycle Project Support Services

An innovative land-sea integrated transportation system was developed to meet project safety requirements and accommodate the transport of extra-long piles. Jianhua customized special long-haul vehicles to ensure timely and adequate supply of pipe piles. Through coordination with contractors such as China Nuclear Industry 24 Construction Co., Ltd. and CCCC Second Harbor Engineering Co., Ltd., different hoisting schemes were designed for two types of installation equipment: excavator-mounted vibration pile sinking drivers and hammer pile-driving vessels. Reinforcement measures were applied at pile joints based on construction methods to ensure safety during transport, installation, and long-term use. A dedicated project service team was assigned to provide technical and production support throughout the entire project lifecycle.

As the largest offshore photovoltaic project in China, the successful implementation of the Tianwan Nuclear Power Plant Tidal Flat Demonstration Project serves as an important milestone in advancing the transformation of the energy structure and achieving the carbon peaking and carbon neutrality goals.
