On June 5, 2025, the 4th National Ready-Mixed Concrete Industry Development Conference, held in conjunction with the Second Member Congress of the 2nd Council of the Shandong Concrete and Cement-based Products Association, was grandly convened in Jinan. The conference was hosted by the Ready-Mixed Concrete Branch of the China Concrete and Cement-based Products Association (CCPA), with co-organizers including CCPA Admixture Application Technology Branch, CCPA Committee on Industrialization of Intelligent Manufacturing of Ready-Mixed Concrete, the Building Materials Industry Information Center, the Green and Low-Carbon Building Materials Branch of the China Building Materials Federation, the Shandong Concrete and Cement-based Products Association, the Shandong Sand and Gravel Association, the Anhui Green Building Materials Products Association, Shantui Janeoo Machinery Co., Ltd., Shandong Bosure Automation Technology Co., Ltd., Wuhan Sanyuan Special Building Materials Co., Ltd., Shaanxi Hengsheng Bolong Junxin Technology Co., Ltd., Beijing Guolei Law Firm, and Jiangsu Sobute New Materials Co., Ltd.

Conference Venue


Under the theme “Empowering New Manufacturing with Digitalization, Laying the Foundation for Low-Carbon Development,” the conference brought together over 500 participants, including government officials, leaders of industry associations, renowned scholars, and representatives from across the industry value chain. The event focused on the challenges and opportunities facing the ready-mixed concrete industry amid its green and intelligent transformation.


Wu Wengui, Executive President of CCPA, along with other industry leaders and experts, attended the conference. The opening ceremony was hosted by Shi Haixia, Deputy Secretary-General of CCPA and Deputy-Director and Secretary-General of its Ready-Mixed Concrete Branch. The keynote session was moderated by Pei Shaozhong, President of the Shandong Concrete and Cement-baseds Products Association and Deputy General Manager of CSCEC West Construction Group No.2 (Shandong) Co., Ltd.

Wu Wengui, Executive President of CCPA


In his speech, Wu Wengui addressed the industry’s challenges, noting that the market has contracted by nearly one-fourth, leading to imbalances in supply and demand and declining profits. He proposed a dual-track strategy to overcome these difficulties. On one hand, he advocated for the development of an industrial ecosystem for ready-mixed concrete—encouraging mergers and acquisitions among key players, optimizing regional industrial layout, establish regional coordination mechanism to reduce duplicate investments, enhancing upstream-downstream synergy, and aligning policy support to improve the business environment. On the other hand, he emphasized accelerating the industry's digital and AI transformation, highlighting four key initiatives: strengthening foundational support systems, building a comprehensive training framework, establishing solid infrastructure for digital/AI integration, and unlocking the value of industry data. He urged the sector to seize the current window for intelligent manufacturing, driven by both ecosystem optimization and digital transformation, to move collectively toward a new stage of high-quality development.


A grand award ceremony was held during the conference to honor outstanding individuals and organizations in several categories: the Shandong Province “Skill Revitalization” Vocational Skills Competition – High-Strength Concrete Mix Design; the 8th “Concrete Home Cup” National IT Application Skills Competition for Ready-Mixed Concrete Enterprises; the 2024 Green Factory designation in the Ready-Mixed Concrete Industry; and the First Batch of 2025 Smart Factories in the Ready-Mixed Concrete Industry.

Concurrent with the conference was the 6th Shandong Building Materials Industry Chain Supply-Demand Matchmaking Event. Based on corporate needs and market orientation, the event organized one-on-one business matchmaking sessions between upstream and downstream enterprises, creating conditions for communication, collaboration, and the resolution of key bottlenecks in achieving high-quality development of the industry chain.
