Visit to China Construction (South Pacific) Development Co. Pte. Ltd.
On the afternoon of November 12th, the CCPA delegation arrived in Singapore and paid its first visit to China Construction (South Pacific) Development Co. Pte. Ltd. (CCDC). Mr. Zhou Bicheng, Deputy General Manager of CCDC, warmly received the delegation. The two sides held in-depth discussions and technical exchanges across a wide range of topics. Discussions centered on CCDC’s achievements in technological innovation and engineering practice. The two sides also exchanged views on Singapore’s construction policy landscape, including prefabricated construction, PPVC technologies, green building practices, low-carbon concrete, concrete repair materials and technologies, 3D printing applications, and other emerging construction processes.


Visit to Top-Mix Concrete Batching Plant in Jurong Industrial Estate
On the morning of November 14th, the delegation visited the world’s first centralized ready-mixed concrete industrial estate located in Singapore’s Jurong area. The Jurong Industrial Estate represents a complete transformation of Singapore’s traditional decentralized concrete production and logistics model. Approximately ten concrete companies have already moved into the park, and when fully operational, the estate is expected to supply up to 30% of Singapore’s national concrete demand.
Top-Mix Concrete, a wholly owned subsidiary of EnGro Corporation, is among the batching plants operating in the estate. Operations Manager Mr. Toh Yeow Leng briefed the delegation on plant operations and local management practices.

Visit to R.A.K. Materials Consultant Pte Ltd
On the morning of November 14th, the delegation visited R.A.K. Materials Consultancy Pte. Ltd. and its laboratory facilities. Ken Lee, Managing Director, and Desmond Low, Sales Manager, received the delegation and provided a detailed introduction to the company’s development, the main scope of laboratory testing services, and the testing procedures for imported sand and aggregates in Singapore.
Following the briefing, the delegation toured the civil engineering, chemical, environmental, and mechanical laboratories, with a particular focus on aggregate testing, reinforcement testing equipment, and corresponding laboratory procedures.


Technical Exchange at Singapore’s Building and Construction Authority (BCA) Academy
On the afternoon of November 14th, the CCPA delegation was invited to join the Advanced Materials Exhibition and Technical Exchange hosted by Singapore’s Building and Construction Authority (BCA) at BCA Academy. The event showcased the latest products and technologies from over a dozen companies, including Island Concrete and Kajima Corporation (Japan). Leading industry players also delivered technical presentations.



Attendance at the SCI 47th Anniversary Dinner
Founded in 1978, the Singapore Concrete Institute (SCI) is dedicated to advancing concrete technology and its applications. The CCPA delegation was invited to attend the institute’s 47th Anniversary Celebration, where more than 300 guests from Singapore and neighboring countries’ concrete and cement-based products sectors joined the event. During the dinner, SCI also presented the Concrete Innovation Awards, with awardees sharing their winning technologies and project applications on site.

CCPA: Strengthening China–Singapore Collaboration for Sustainable Industry Development
CCPA views this Singapore exchange mission as a significant opportunity to further deepen regular interaction with Singaporean government agencies, industry associations, and leading enterprises. By building an efficient and pragmatic platform for international cooperation, CCPA will continue to serve as a bridge linking both sides.
Moving forward, CCPA aims to promote deeper collaboration between China and Singapore in areas such as new materials and technologies, low-carbon concrete innovation, concrete repair technologies, and other emerging fields. These efforts will help Chinese enterprises connect with high-quality overseas resources, expand their presence in Southeast Asia and global markets, and jointly contribute to the sustainable development of the international concrete and cement-based products industry.
